No, its eyes just bounce around and the droning beats into your head. It's a Futurama reference. The Hypnotoad competed in the Miss Universe Contest. It didn't do anything but sit there and whirl its eyes, but it ended up winning because it hypnotized the judges. At the beginning of one episode of Futurama, the words at the bottom of the screen on the opening sequence said "All Glory to the Hypnotoad". It's just something very random that fans latched onto and put up a site in tribute to.
