That idea had occurred to me also. However, the idea of air-dropping origami figures is closer than the Sluggy concept and is not new to fiction either; I recall an SF book (that I do not own and cannot seem to find) where a religious cult flew around the world dropping paper lotus flowers from their aircraft (for nefarious purposes, I might add).
